In this my appointment I was placed two steps above Mr. W. Kinney (now 4th Master) who had already been gazetted as Acting 5th Master, in consideration of my being a trained master, and further consideration of my having been Head Master of St Paul's College School for four years.
3. By Government Notification No. 192 of 1880 I was Gazetted Acting Second Master. Although I had been Acting Academic Master at St. Paul's College for four years and under Government inspection for three years (for Reports vide Govt Not's Nos 58 of 1844, 18 of 1848 and 77 of 1879.) and Acting in permanent posts as third and second Masters, especially in the Central School for three years, yet I was never confirmed. This I have always considered a hardship. I may mention here that both Mr Arthur and Mr McKinney suffered in like manner.
4. By Govt Not 307 of 1881, I was Gazetted as Principal of the Normal School (C.S.O. 2508 of 1881).
